Background of the Study

Cybersecurity is a critical concern for governments around the world as they rely on digital systems to store and process sensitive information. Government data centers house large volumes of personal, financial, and confidential data, making them prime targets for cyberattacks. Traditional cryptographic techniques, while effective for many years, are increasingly vulnerable to the computational power of quantum computers. As quantum computing technology progresses, it has the potential to break many of the encryption algorithms currently in use for securing sensitive government data.

The National Information Technology Development Agency (NITDA) is responsible for overseeing the development and regulation of IT infrastructure in Nigeria, including cybersecurity practices for government agencies. With the increasing threats posed by quantum-enabled attacks, NITDA must take proactive measures to safeguard sensitive information in government data centers. Quantum computing, however, also offers new solutions to enhance cybersecurity through the development of quantum-safe encryption algorithms, quantum key distribution, and other innovative approaches to data protection.

This study aims to explore how quantum computing can be optimized to enhance cybersecurity in Nigerian government data centers, specifically focusing on NITDA's role in implementing these solutions. By developing quantum-safe security protocols, the study could offer valuable insights into protecting government data against future quantum threats.

Statement of the Problem

The growing threat of cyberattacks targeting government data centers poses a significant risk to national security and privacy. As quantum computing advances, the existing encryption protocols used in government data centers may become obsolete, leaving sensitive data vulnerable to new attack methods. NITDA must act quickly to explore and implement quantum-safe solutions to protect against these emerging threats. However, the integration of quantum computing into cybersecurity strategies is complex and requires careful consideration of technical, regulatory, and resource-based challenges.

This study seeks to address the gap in research by exploring the optimization of quantum computing for enhancing cybersecurity within government data centers. It will focus on identifying the most effective quantum computing techniques for securing government data and evaluate their feasibility for implementation at NITDA.

Objectives of the Study

  1. To evaluate the potential of quantum computing in enhancing cybersecurity for government data centers managed by NITDA.

  2. To optimize quantum-safe encryption techniques for securing sensitive government data.

  3. To assess the challenges and limitations of adopting quantum computing in cybersecurity and propose solutions for implementation.

Research Questions

  1. How can quantum computing be applied to enhance cybersecurity in government data centers at NITDA?

  2. What quantum-safe encryption techniques are most suitable for protecting sensitive government data in the face of quantum threats?

  3. What are the challenges and limitations of implementing quantum computing-based cybersecurity solutions in government data centers, and how can these be overcome?

Significance of the Study

This study is crucial in ensuring the security of Nigeria's government data in the face of emerging quantum threats. By exploring quantum computing’s role in cybersecurity, the study could provide actionable recommendations for NITDA to enhance data protection and safeguard national security. The findings will contribute to the broader global discourse on quantum-safe cybersecurity solutions and offer practical applications for governmental institutions worldwide.

Scope and Limitations of the Study

This study is focused on the optimization of quantum computing for enhancing cybersecurity in government data centers managed by NITDA in Abuja. It does not extend to other government agencies or sectors outside of NITDA’s jurisdiction. Limitations include the availability of quantum computing infrastructure and expertise, as well as the regulatory challenges in adopting quantum-safe technologies.
